City of LA Tenant and Landlord Updates – This month’s webinars will focus on the current renter protection laws. While some renter protections have recently expired, many new ones remain in effect. The webinar will cover landlord and tenant responsibilities under the Rent Stabilization Ordinance (RSO) and Just Cause Ordinance (JCO), including allowable rent increases, legal reasons for evictions, payment of relocation assistance, and other issues. The webinar will also provide an update on available eviction resources and important law changes such as an update to the United to House L.A. Emergency Renters Assistance Program for recently approved tenants.

What Are Bylaws?
Bylaws are a foundational governing guide that dictates the operations of the neighborhood council. They’re not just boring legal mumbo jumbo. Think of them as WANC’s very own recipe book, outlining how we work together, who contributes, and how decisions are made. The City of Los Angeles Reparations Advisory Commission seeks to understand African American experiences within its boundaries. This study aims to learn how the City has impacted African American lives and identify potential areas where reparative measures may be most impactful. We are interested in hearing from you about your experiences and thoughts on issues that may help the City of Los Angeles better understand how to effectively serve African American communities.

The Los Angeles Reforms for Equity and Public Acknowledgment of Institutional Racism (L.A. REPAIR) is L.A.’s first participatory budget pilot program. L.A. REPAIR will distribute roughly $8.5 million directly to nine L.A. City neighborhoods, called REPAIR Zones, to directly engage underserved communities in deciding how public money is spent. This brings more power to more people.

The West Adams Avenues Jazz & Musical Festival “Under the Stars,” started 23 years ago! What started as a culturally diverse gathering of neighbors with picnic baskets and lawn chairs, enjoying local musicians from the community turned into a phenomenal event happening every Labor Day weekend.

The Lead Hazard Remediation Program(LHRP) operated by the Los Angeles Housing Dept. LHRP provides grants to property owners to make homes lead-safe and to eliminate health and safety hazards found in the home.
Your Neighborhood Council has been identified as residing in one of LHRP’s target zip codes 90011, 90018, 90037 and/or Council Districts 8, 9, and 10. The California Department of Public Health Childhood Lead Poisoning Prevention Program, in their report California’s Progress in Preventing and Managing Childhood Lead Exposure, identifies these three zip codes in the City of Los Angeles as being within the top five with the highest rates of elevated lead blood levels.
To be eligible, the dwelling must be built pre-1978 and test positive for lead hazards. Occupants (not necessarily owners) must meet HUD income guidelines and have a child under the age of six, either living at or visiting the property frequently.
Post-pandemic, the recruitment of participating properties has been challenging. Our team is working on building partnerships with local community partners with aligned goals where we may be able to reach residents to inform them of the dangers of lead and share the program with them. If there is any opportunity to work with your neighborhood council, please let us know. We are available to present at your next neighborhood council meeting
